Gaffron, Asst Planning ft Zoning Administrator <br />July 19, 1990 <br />Smbjmett Admir^strative Appeal, John Wojcik,3310 Bayside Road - <br />Addi.. 1 Information <br />Regarding the request to add a bathroom and expand the size <br />of the existing bedrooms, there have been a number of past <br />situations in which the Council limited the degree of improvement <br />to a property or delayed such improvements until sewer issues <br />were resolved. <br />The following are cases in point: <br />1. Pile #517, Robert Ruber, 3390 Bayside Road - Pall 1979. <br />The applicant wished to increase this from a 2 bedroom to a <br />4 bedroom residence. The property contained a substandard <br />septic system that was functional, but had no alternate <br />drainfield area. Pursuant to a negative recommendation from <br />staff, Che applicants were able to acquire an adjacent lot <br />for usr as an alternate drainfield site. The Council <br />approved the addition subject to combination of the adjacent <br />lot with the residence parcel, requiring no upgrade or <br />replacement of the existing system until it fails. <br />2. Pile #533, Steve Curren, 110 Orono Orchard Road - Spring <br />1980. In this case, the applicant proposed to add a second <br />bedroom to the single existing bedroom to this house on a <br />1/3 acre lot. The request which occurred in J luary 1980 <br />was tabled until the spring of 1980, at which time applicant <br />was able to do soil testing and found suitable area for a <br />drainfield addition and alternate site to serve the 2 <br />bedroom house. The variances for the addition of 1 bedroom <br />were approved. <br />3. Pile #883, Gary Printup, 1261 Briar Street - January <br />1985. The applicant wished to add 2 bedrooms and a bathroom <br />to the existing house on a 1/4 acre lot. Staff review of <br />the site Indicated that there was no way to feasibly upgrade <br />the existing substandard septic system to accommodate <br />additional bedrooms. Planning Commission recommended <br />approval of the additions subject to the Crystal Bay Sewer <br />Project becoming a reality. The application was held up <br />from January 1985 until May 1985 pending the decision to go <br />ahead with the City sewer. Variances were then approved <br />once sewer construction was confirmed.
