Zoning File #1549 <br />June 22, 1990 <br />Page 6 <br />Additional Comments and Planning Commission Recommendations <br />The Planning Commission had no concern with the variance <br />phase of the application that would allow the screened enclosure <br />of the patio area beneath the second story deck and accepted <br />staff’s findings. The second phase of the application involves a <br />conditional use permit to create a new access drive providing a <br />loop roadway from the County road. The additional hardcover <br />created by the new access drive is offset with the removal of <br />existing gravel areas within the street yard and some 460 s.f. of <br />plastic underliner area adjacent to the existing house. <br />The applicant has submitted a revised grading plan based on <br />Glenn Cook's review comments {Exhibit L). A 9-10' high wall has <br />been replaced with a 2-tiered wall minimizing the visual impact <br />from the lake. The maximum height of the highest section of the <br />2-tier wall is 4-1/2 to 5'. The slopes to the new driveway are <br />at a 6:1 ratio parallel to the street and along the side at a 3:1 <br />ratio. All drainage continues to flow through the property down <br />to the lake. Prior to the City issuing building permits for the <br />retaining walls as shown on the revised grading plans, the City <br />must be in receipt of the Hennepin County permit approving land <br />alterations and the retaining wall within the right-of-way of <br />North Shore Drive. <br />Staff has reviewed once again the hardcover calculations and <br />notes the following changes: <br />Allowed = 4,458 s.f. or 25% <br />Existing = 5,132 s.f. or 28.7% <br />Proposed in original plan = 4,359.5 s.f. or 24.3% <br />Proposed based on staff's recalculations = 4,444.5 s.f. or <br />24.8% (Increase resulting from 85 s.f. of additional <br />hardcover from retaining walls) <br />The enclosed resolution has been drafted based on the <br />approval of the variance that would allow the screened enclosure <br />of the lower portion of a second story deck and conditional use <br />permit that would allow 460+ cubic yards of fill to construct a <br />new driveway access resulting in an overall reduction of <br />hardcover within the 75-250' setback area of 3.9%.
