The house was placed on property in 1968 prior to the <br />current regulations for the development of lakeshore <br />properties. <br />2. The original permit for house covered the lakeshore <br />deck. <br />3. There is no visual impact created by the screened <br />enclosure of the patio area because of the existing <br />topography and mature trees that surround the <br />residence. <br />4. Applicant is reducing hardcover within the 0-75' and <br />75-250' setback areas. <br />Staff has no recommendation for specific conditions except <br />to ask for hardcover removals as proposed by applicant. Planning <br />Commission may have others. <br />Review of Conditional Use Permit Application <br />The City staff and the County reviewed the request for a <br />loop driveway to facilitate safe access from this site. The <br />County approved the creation of a new curb cut at the east end <br />of the property finding that the steep topography of this <br />property presented a reasonable and acceptable hardship based on <br />the County's standards. Dave Zetterstrohm has contacted my <br />office to confirm the approval of the County. Unfortunately, the <br />staff has yet to receive written confirmation. <br />Staff has had an opportunity to convey early review comments <br />of Glenn Cook to the applicant and applicant has provided an <br />amended plan. Applicant's revised plans now show the retaining <br />wall in the west side yard with positive drainage being provided <br />within the 10' west of the retaining wall. Cook recommended that <br />the existing retaining wall that runs parallel to the loop road <br />within the street yard be increased in height approximately 9 to <br />10'. At this height the slopes can be retained at 6:1 ratio. <br />The side slopes at the east side must be increased to a 3;1 ratio <br />and swale must be totally located out of east neighbors property. <br />The City will require fencing at the top of this retaining wall.
