As part of the <br />public hearing, we are herewith submitting a formal position <br />paper which is attached and which was approved by the Planning <br />Commission on 4 June 1990 and by the City Council at a workshop <br />session held on 5 June 1990. <br />In summary the City of Wayzata's position is that there is <br />agreement with the objectives to improve the lake and its <br />adjacent shorelands. There is, however, great concern with the <br />program's lack of attention to detail and specifics as it <br />addresses land use in the shoreland areas. If this "program" is <br />to be of benefit and an effective tool, it must specifically <br />address the "exceptions" which are lightly recognized as needed <br />for established, high intensity urban centers such as the Wayzata <br />downtown. In this regard, if the present draft document is <br />intended to be representative of a nearly completed effort, it <br />falls far short of requirements and is not viewed by the City of <br />Wayzata as acceptable. On the other hand, if the present draft <br />document is to serve as a means to stimulate discussion and thus <br />to direct extensive, continuing work towards a precise resolution <br />of issues in a plan as contracted to an ordinance or regulatory <br />format, the City of Wayzata does not have as strong a concern. <br />If this latter situation is in fact the case, our community <br />expects that we will be consulted on a much more direct basis to <br />resolve issues and coordinate acceptable approaches.
