LOSING LAKES: Enjoyment of A Unique Metropolitan Resource is Threatened 27 <br />mark of a lake, pond, or flowage; and (2) land within 300 feet of a river or stream or the <br />landward side of flood plain delineai J by ordinance on a river or stream, whichever is greater. <br />Model standards and criteria must include, but are not limited to, the loUowing: <br />(1) the area of a lot and length of water frontage suitable for a building site <br />(2) the placement of structures in relation to shorelines and roads <br />(3) the placement and construction of sanitary and waste disposal facilities <br />(4) designation of types of land uses; <br />(5) changes in bottom contours of adjacent public waters; <br />(6) preservation of natural shonelands through the restriction of land uses; <br />(7) variances from the minimum standards and criteria <br />The commissioner is also required to adopt a model ordinance lor unincorporated ar^. If a <br />county failed to adopt an ordinance by July 1.1972 in compliance with the state <br />standards, the commissioner was ordered to adapt the model to the county. Municipalities <br />having shoreland within their corporate limits were required to adopt ordinances in compliance <br />with state standards by July 1.1975. The comissioner was given authority to adopt ordinances <br />for municipalities that failed to adopt ordinances by that date. <br />Minn. Rules, Parts 6120.2500-3900 r u iGives statewide standards for management of shoreland areas. A new version of the rules was <br />adopted in 1989. <br />WATERSHEDS AND/OR GROUNDWATER SYSTEMS <br />Minn Sro/..Chapter 1 lOB: "Comprehensive Local Water Management Act" (enacted 1985) <br />Erteourages counties to develop comprehensive water plans that would address water problems <br />in watershed units and groundwaier systems. The plans must be consist^ with other plans <br />developed by county organizations or water management organizations. The plara must <br />incorporate any existing plans and mles adopted by water management organizauons or <br />intercouniy joint powers boards. <br />The plan would include a description of the existing physical environment, land use. and <br />development, as well as any expected changes; information about the grouridwater. sunace <br />water ^d related land resources; objectives for future use development and conservauon of <br />water and related land resources; and descriptions of the possible conflicts betweeri the plan and <br />the plans of other local units of government, counties, or water management org?nizaaons. <br />Minn.
