Management Plan <br />Page Two <br />In essence, the Citizens League report is advocating that <br />regional lake access, planning and environmental policies <br />be^ adopted on the regional level with implementation occurring <br />on the local level. Staff feels that this position would benefit <br />the City since water resources would be ^ <br />consistent manner dependent upon their use and would benefit the <br />public as a whole. <br />A second major issue relates to the funding and <br />intergovernmental objectives of the Program. <br />Program recommends that a special taxation district be <br />established for funding LMCD projects and operations. <br />Further, it recommends that the appointed membership of LMCD be <br />exoanded to also include one member of the following agencies: <br />Metropolitan Council, Hennepin County, Suburban Hennepin <br />Regional Park District and the Minnehaha Creek Watershed <br />Diltrict. While staff does not have issue with the increased <br />membership, there is no direct fiscal accountability because the <br />Board would continue to be appointed rather <br />least at the present time, there is some accountability because <br />partial funding comes from the cities. <br />Other minor issues center upon the . eland use <br />environmental objectives of the Program. The L^jD is advocating <br />that the lakeshore communities adopt the DNR <br />regulations in a consistent manner. Secondly, it is recommende <br />that the communities abide by the requirements of the 509 Plan <br />(water quality) now being prepared by the Minnehaha .Creek <br />Watershed District. While staff does not foresee or issues <br />regarding these objectives, it is unclear what the <br />will be between the cities, watershed district and LMCD in <br />implementing these measures. <br />The following discusses the above issues in more detail. It <br />should be noted that throughout the draft Management P^J^ram, <br />the objectives are unclear in meaning and in how implementatio <br />will occur. Staff's comments, in many instances, are questicpn <br />regLding what is meant by the objectives. These <br />exist even after staff met with the LMCD officials in an attempt <br />to clarify them. <br />Management Structure <br />The IMCD was established in 1967 by the State '^2^®!®'=^!® <br />broad cowers to regulate the use of the Lake. The legislation <br />also provided > limited funding mechanism for the ^^®^; <br />The 14 member cities proportionately share the budget based upon <br />city-wide assessed valuation. However, no ci ^ ® . affects <br />more than 20% of the budget. This provision currently affects <br />only the City of Minnetonka.
