CITY OF SPRING PARK <br />SPRING PARK, MINNESOTA <br />RESOLUTION NO. 90-U <br />A RESOLUTION RESPONDING TO THE PROPOSED LAKE. MINNETONKA <br />CONSERVATION DISTRICT'S LONG TERM MANAGEMENT PLAN <br />'im 18 <br />WHEREAS, the Like Minnetonka Conservation District has prepared a long <br />term management plan for Lake Minnetonka in an effort to attain goals <br />set in the following areas: (1) Recreation Management; (2) User Exper <br />ience and Satisfaction; (3) Shoreland Protection; and (4) Environmental <br />Protection, and <br />WHEREAS, the City of Spring Park acknowledges the need for these concerns <br />and the general protection of the Lake against pollution but feels the <br />LMCD has over-stepped its bounds as sec forth by MN Statutes in the fol <br />lowing areas: (1) Reducing local control of land use; (2) creating <br />another level of government with the power to levy taxes without elected <br />representation; (3) Reducing inherent property rights of riparian owners; <br />(4) Failure to recognize the different natures of each of the 14 member <br />communities; and (5) by diluting and surrendering local control of the <br />LMCD by expanding the board to include State and County agencies <br />WHEREAS, because of the differences in community structure and land use <br />it is not feasible or realistic to apply a single set of guidelines for all <br />cities on the lake, <br />NOW, THEREFORE, BE IT RESOLVED that the City of Soring Park hereby opposes <br />the Management Plan as wrlf’en, and submits the attached summary of concerns <br />for the record. <br />ADOPTED BY THE CITY COUNCIL OF THE CITY SPRING PARK THIS _ _^DAY OF JUNE, 1990 <br />APPROVED: <br />MAYOR <br />ATTEST: <br />Adminisirator/tierK/ireasurer
