LAKE MINNETONKA CONSERVATION DISTRICT <br />PUBLIC INFORMATIONAL MEETING iQ TTiVOiWnexrr D <br />LAKE MINNETONKA DREDGING POLICY <br />Proposal for an Interagency Agreement <br />7i00 p.m., Wednesday, June 27, 1990 <br />Tonka Bay City Hall JUfi 13 1990 <br />BACKGROUND: <br />Minnesota Statutes Sec. 105.42, Subd. 1, requires a written permit from the <br />MN DNR commissioner for excavating the beds of public waters. <br />The MN DNR and Minnehaha Creek Watershed District regulate improvements by <br />riparian land owners of the beds, banks and shores of lakes, streams and <br />marshes in order to preserve them for beneficial use. <br />The DNR's purposes in regulating dredg^'.^ serve to limit excavation of <br />materials through dredging in order tr. <br />1. Preserve the natural chaiacter of Lake Minnetonka and its shore. <br />2. Minimize encroachment, change or damage to the environment, partic <br />ularly the ecosystem of the lake. <br />3. Control deposition of materials excavated from Lake Minnetonka. <br />4. Preserve the waters and adjacent lands from sedimentation and other <br />physical and biological effects. <br />The MCWD's purpose in regulating dredging are to: <br />1. Preserve the natural appearance of shoreline areas, recreational, <br />wildlife and fisheries resources of the waters. <br />2. Preserve the water quality. <br />The littoral zone of the lake (that part less than 15' deep) is most sensi <br />tive to being disturbed. It is the most biologically productive and <br />sensitive portion of a lake. The sensitive ecosystem supports plant and <br />animal life. <br />Clay and muck bottom is known to retard seepage of water from the lake. <br />Dredging policies have a direct impact on recreational and navigational uses <br />on Lake Minnetonka. Alternatives to dredging, such as dock extension, <br />floating docks or alternative dock locations require review and approval <br />of the LMCD. <br />This public informational meeting proposes to examine dredging needs, <br />effects and alternatives. Dredging depths presently allowed and proposed <br />for the duration of low water lake level conditions will be evaluated. <br />Your presence and comment with representatives of the above three organiza <br />tions is encouraged and appreciated. <br />6-12-90
