Brown - 2685 Shadywood Road - <br />Variance/Conditional Use Permit - Continuation of <br />Public Hearing <br />List of Exhibits <br />Exhibit A <br />Exhibit B <br />Exhibit C <br />Notice of Planning Commission Action 4/20/90 <br />Planning Commission Minutes 4/16/90 <br />Memo and Exhibits of 4/4/90 <br />Discussion <br />This item was tabled at your April meeting for applicant to <br />explore possibilities for reducing hardcover in the 75-250* <br />zone, and for reconsideration of the access doorway layout. <br />Planning Commission indicated that the main access to the <br />guest apartment must be clearly t** ough the house and not <br />primarily from the attached garage <br />Since that meeting, staff has and made an additional site <br />inspection and toured the house with the applicant. Unless <br />the proposed addition is relocated, there is no clear <br />solution to direct access from the upper floor of the house. <br />On the lower floor, it would appear feasible to remodel the <br />unheated "entry hall" to decrease its apparent functionas a <br />vestibule. Finally, elimination of the garage access door <br />would seem to be a viable way to eliminate the most obvious <br />exterior access that suggests a totally separated apartment <br />use. <br />In reviewing hardcover, the proposed configuration at 27.8% <br />after possible removals, could be reduced only by <br />eliminating portions of the driveway backup apron, or <br />reducing the size of the proposed construction. The garage <br />configuration is probably as efficient as it can get, both <br />garages using the same driveway apron. Removing the front <br />sidewalk would reduce hardcover, but would certainly leave <br />access to the house lacking. <br />As of this writing, applicant has not submitted a revised <br />proposal. Staff would highly recommend that, if you have <br />not already done so. Planning Commissioners should meet <br />with the applicant on the site to view the interior of the <br />house in order to grasp the access problems. <br />■ I <br />II
