The terms of the <br />agreement are that ^would have to be applied not only to the <br />two electric utilities at the same rate but also to Gas Company <br />sales.The City han not imposed this fee in the past and if it <br />desired to impose it as an additional revenue source would do so <br />through a separate ordinance adoption. <br />TERRITORIAL CONTROL - The Public Utilities Commission governs <br />territories for the franchises. Requests for such need to be <br />submitted by those property owners interested. Staff will <br />provide additional information to Council on the process and what <br />role the City may play at the next meeting. <br />RATE CONTROL - It was noted by the City Attorney at the last <br />meeting the rate control for the utilities together with their <br />territorial delineations are under the jurisdiction of the Public <br />Utility Commission. While the City can not directly act on the <br />rates, the City through the Suburban Rate Authority provides <br />advocacy for the cities and its residents to keep the rates as <br />low as possible. The Suburban Rate Authority enters on behalf of <br />its member cities not only in electric utility rate cases but <br />also for telephone, gas and has done some work for metro sewer <br />rates imposed by Metro Waste Control. <br />ALTERNATIVES - <br />1.Hold the hearing on the two franchises. <br />2.Adopt both franchises. <br />3.Amend and adopt. <br />4.Table. <br />5.Take no action. <br />6.Adopt summaries for publication. <br />RECOMMENDATION - It is recommended that absent any substantive <br />objections to the franchises that the City adopt both together <br />with the summaries for publication. If Council desires staff <br />could explore the issue of the franchise fee, which would be <br />seperately delineated on the electric bill as an additional <br />source of revenue that would be outside the property tax <br />levy limits. <br />PROPOSED MOTION - Moved by _, seconded by _, the Council having <br />held a public hearing adopts Ordinance No. , Second Series for <br />a electrical franchise for Northern States Power and adopts <br />Ordinance No. _, Second Series for uniform electric franchise <br />ordinance for Wright Henneioin Sl.ictrf^' utility. The City <br />additionally adopts summaries for publication as set forth in <br />Attachment E. Ayes _, Nays _.
