Mabusth, Building & Zoning Administrator <br />Date:April 11,1990 <br />Subject:#1502 Michael Hilbelink, 2180 Prospect Avenue - <br />Variances - Continuation of Public Hearing <br />List of Additional Exhibits <br />Exhibit N - Staff Letter to Cook <br />Exhibit 0 - Cook's Report 3/26/90 <br />Exhibit P - Drainage Plans for 1985 Drainage Project Adjacent <br />to North Property Line <br />Exhibit Q - Amended Drainage Plan <br />Exhibit R - Hilbelink Letter of 3/14/90 <br />Review of Application - <br />The original application involved lot area, side setback and <br />height and setback variances for proposed fencing along the south <br />property line adjacent to unimproved Prospect Avenue.The <br />Planning Commission appeared to have no problem with the lot area <br />side variance setback phase of the application.Planning <br />Commission advised the applicant that they could not recommend <br />approval of the variai.w'^s sought for the fencing recommending <br />plantings instead of a structure for necessary screening and <br />protection of property. The most immediate concern was the <br />affect of the proposed construction and grading upon the existing <br />sensitive drainage area. <br />At the March 19, 1990 meeting of the Planning Commission, <br />the lot area/side setback variance application for Michael <br />Hilbelink was tabled pending receipt of further directions from <br />the City Engineer regarding drainage concerns expressed by both <br />Planning Commission members and most affected neighbor to the <br />north. <br />Staff requested the following direction concerning the <br />drainage issue: <br />1.Information on underground drainage tile and potential <br />impact from drainage on this site when developed. <br />2.Alternate methods to lessen impact of drainage from site <br />in a developed state. <br />3.Recommendation concerning property owner to the north <br />and owner's willingness to deed drainage easement to City. <br />In addition, determine need for additional easement area <br />within subject property (review Exhibit N).
