Council of information related to territorial <br />changes. <br />INTRODUCTION - At the Council's last meeting they held the <br />hear ing on” NSP and continued the public hearing on <br />Hennepin. Questions raised at the hearing related to <br />term for both franchises together with what criteria the City <br />would desire regarding underground construction. <br />DISCUSSION - <br />Issue #1 A - Underground Utilities - As noted in Attachment B <br />the City of Orono does require that all new installations of such <br />items be placed underground. This has been uniformly enforced <br />since its introduction. This would continue to govern as it is <br />referenced as "other applicable ordinances in Section 2.1 of the <br />franchise agreement. <br />AS you will note in Attachment B, however, there are certain <br />exceotions including transmission lines over a certain voltage, <br />places Xre it is not practical to be underground and temporary <br />Installations. The issues this does not address are the <br />following:
