Updating Council regarding selected solicitors licenses in the <br />Navarre area and the City generally. <br />2. Determine if Council desires a license to be issued. <br />INTRODUCTION - As Council may recall the issue of solicitors <br />licenses and location of those in Navarre was raised in 1988. As <br />noted in Attachment A at the time the solicitor was allowed to <br />receive their license and to continue in the residential location <br />wit’i the owner being allowed to submit for rezoning of the <br />property in conjunction with an overall Navarre Master Plan. <br />Obviously the Navarre Master Plan has not had any strong interest <br />in moving forward. The City has again recently received <br />complaints and a review of the records indicated that the <br />individual who did have licenses in 1988 apparently was selling <br />in 1989 without licenses and has continued in 1990 to sell <br />without licenses on residentailly zoned property (3790 Shoreline <br />Drive.) <br />DISCUSSION - As you will note in Attachment B related to the <br />Ordinance the elements for permitting transient sales are as <br />follows: <br />A. The individual be licensed. <br />B. That it be on commercially zoned property. <br />C. That the location is at the discretion of the Police <br />Chief when taking into account safety issues. <br />The policy issue of whether the City should allow such transient <br />merchants at all has up to this point not been directly <br />addressed by Council apart from licensing.
