County Lake Management District - Their budget would be <br />subject to the approval of the County Board <br />City Funding its own Progress or a Joint Powers - The <br />cities, some of which are over 2,500 would be subject to <br />levy limitations to accomodate any more funding within <br />their current levy limits would be difficult. (It <br />should be noted that levy limits are anticipated to come <br />off for payable 1993.) <br />Metro Agencies/DNR - Funding for the lake from these <br />sources would be dependent on annual political decisions <br />and priorities not only on Lake Minnetonka, but on other <br />lakes through the state. In addition which LMCD would <br />not be out promoting increased facilities on the lake, <br />independant agencies may on their own motivation <br />independently promote separate facilities which may be <br />done in a way that brings that agency into conflict <br />with the City and property owners. <br />The one upside of removing any direct regulatory body on the lake <br />is to determine whether the self limiting. If it is then <br />government regulation may in fact be a waste of time. If it is <br />not, reinstitution of some format may take a long time and <br />require remaking compromises already made in the past. <br />It would seem to make sense that the appropriate shares for <br />funding should bear some relation to those who benefit from the <br />actual use on the lake. No comparison as such has been directly <br />made in portioning out these funding sources. If the funding is <br />to be apportioned to various group the argument follows to a <br />degree, that governance should be proportioned on the same basis. <br />Finally the issue of governance relates to selection of the <br />representatives. Presently it is based on nomination by the <br />Council and they have put in provisions for recall of the person <br />short of their three year term. Alternatives would be either <br />election by community or election by zone. Such however may be a <br />key as to how much control the City Council has in its input to <br />LMCD if it continues.
