If Council concurs <br />with the Planning Commission recommendation. Trinity <br />Preschool would be prohibited from use of outdoor play. <br />3. The Department of Human Services requires an outdoor <br />area to be enclosed only if it is located adjacent to <br />traffic, rail, water, machinery or other environmental <br />hazard. Trinity's outdoor play area is not located adjacent <br />to any of the above referenced hazards. <br />4. There will be supervisors provided during all outdoor <br />play periods. It is the intention of Trinity Preschool to <br />at some future date to fence the outdoor play area when the <br />levels of the current use are expanded. <br />The enclosed approval conditional use permit has been <br />drafted subject to the staff recommendations noted above and to <br />await Council's direction concerning fencing of the outdoor play <br />area. <br />Options o£ Action <br />A. Approval of the conditional use permit is granted subject to <br />the condition that no outdoor play program is allowed <br />because of the lack of fencing. <br />B. To approve the conditional use permit as proposed by <br />applicant and to require that applicant maintain a ratio at <br />a minimum of 2 teachers to 15 students during each outdoor <br />play period. <br />The enclosed resolution will be amended to include Council's <br />final direction on this issue.
