This property is served by a driveway shared with the <br />adjacent residence at 4755 North Hhore Drive, While the <br />driveway fraction of the hardcover will significantly <br />decrease within applicant's property as a result of the <br />addition, there appears to be adequate backup area available <br />within the neighboring property to handle traffic from this <br />residence. <br />As an aside, note that while driveway area serving the <br />applicant may tend to increase hardcover on the neighbors' <br />property above that which would normally be necessary, the <br />overall result is a relatively safe access with adequate <br />ling area and probably less total hardcover than if each <br />•dence had its own access to the County Road. <br />7. f has reviewed the hardcover on the property and found <br />tantially more rock and plastic hardcover than noted by <br />a^^plicant's surveyor. By staff calculation, existing 75-250' <br />hardcover is 54.8%, and the proposed layout results in a <br />reduction to 51.0%. In the 0-75' zone, existing ani <br />proposed hardcover amounts to approximately 325 s.f. or <br />3.6%, consisting of stairway sections and a retaining wall. <br />There appears to be substantial rock and plastic hardcover <br />accounted for in staff's calculations that could be further <br />removed without starting to limit the extent of the <br />additions. <br />Discussion - <br />The proposed additions appear to mostly conform to pre <br />existing grades on the property. The house sits on a relatively <br />flat terrace below the County Road, but in thu 0-75' zone where <br />no work is proposed, slopes average 65%, and obviously the <br />existing stairway^ are ne*''ded for this lot to have reasonable <br />access to the lakeshore. T; e extensive retaining walls southwest <br />of the house are mostly on the City property. <br />Thos slopes are also somewhat limiting in that additions to <br />the exis- 2 g house generally have to run to the east and west <br />rather ti.an lakeward to keep back from the slope. This lot is <br />relatively small overall for this zoning district, being 0.45 <br />acre in the 1 acre zone. <br />The proposed master bedroom addition at the west end of the <br />house will be approximately 11.5' from the west lot line, meeting <br />the requirvcd 10' setback.
