Bernhardson, City Adrainistrato <br />DATE: May 23, 1990 <br />SUBJECT: Administrator's Information <br />1 WAV'2 9 (990 <br />^^‘TYoforoho <br />STUBBS BAY SEWER - This week staff has been confirming the <br />numbers with the City Engineer regarding new areas for possible <br />inclusion east of Leaf Street and Oxford Road together with <br />segmenting out certain lateral areas. Based on this, staff will <br />hopefully send out the letters the week of May 29th. <br />SPRING MANAGERS CONFERENCE - I would like to thank Council for <br />the opportunity of allowing me to go to the Spring Managers <br />Conference at Cragans on May 9th through the 11th. The program <br />consisted of two primary speakers. The first one was David <br />Campbell a former University of Minnesota Professor who developed <br />the Strong-Campbel1 Psychological Interest Profile who currently <br />works at the Center for Creative Leadership in Greensboro, North <br />Carolina. Dr. Campbell talked about the distinctions between <br />leadership and management, defining management as doing things <br />better and leadership as doing things differently, together with <br />the components of experience, creativity and management which <br />lead to ever increasing leadership. The second speaker in the <br />program was Dr. John Anderson from the University of Minnesota's <br />Carlson School of Business. His emphisis was that in order to <br />begin to solve a problem, you must have a good definition of what <br />the problem really is. Often times, he indicated, people spend <br />much time solving the problem but very little in defining what it <br />is which can result in the right solution for the wrong problem. <br />Time spent on formulating the problem to be addressed can show <br />real benefit in coming up with a solution that will really solve <br />the problem. <br />19 72 SHADYWOOD ROAD - An injunction has been filed to be <br />commenced regarding the feeding of waterfowl at the above <br />address. It is anticipated that this will be heard by a Judge on <br />June 6, 1990. <br />PUBLIC WORKS DIRECTOR LEAVE - John Gerhardson will be going in <br />for major surgery to correct a problem that, while significant, <br />is not a life threatening problem. It is anticipated that he <br />will be gone from May 30th through June 20th. Being hospitalized <br />approximately a week of that time. <br />HIGHWAY SAFETY IMPROVEMENT - The Minnesota Department of <br />has transmitted to the City the plans that it <br />approved for the 1992 Safety Improvement. The <br />include signa1ization for the intersection at <br />the expectation that it will meet warrants, once <br />City had been told by the Minnesota Department of <br />Transpor tation <br />desires to have <br />plans as shown. <br />Willow based on <br />installed.
