Date: October 28, 2024 Item: 15 <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Consent Agenda <br /> <br />Title: Retirement of Utility Supervisor and Recruitment - Resolution 7523 <br /> <br /> <br />1.Purpose: <br />The purpose of this action item is announce the retirement for Scott Oberaigner of the Public <br />Works Department and to gain Council approval to begin recruitment process to fill the vacancy. <br />2.Background: <br />a. Mr. Scott Oberaigner is retiring after 34 years of dedicated service to the City of Orono. Scott <br />started out as a Public Works Maintenance Worker on October 22, 1990, appointed as Interim <br />Public Works supervisor on October 1, 2003 and was appointed as a Public Works supervisor on <br />March 14, 2005. S. Scott's retirement date will be effective October 28, 2024; he will be sorely <br />missed. A resolution of appreciation is also attached for council consideration. <br /> <br />b. Early Retirement. Scott will exercise the option of early retirement plan offered by the City. <br />The early retirement option was offered to any employees in the Local 49 union that are eligible <br />for retirement under PERA during Fiscal year 2023, 2024 and 2025. The option entails that the <br />City offers to pay insurance benefits at the single rate as outlined in the current labor agreement <br />for up to 3 years or until age 65, whichever comes first. In this circumstance, Scott will not be 65 <br />years old prior to the end of the 3 year term. <br />3.Recruitment: <br />a. The Utility Supervisor directly supervises 2 full-time and 1 seasonal utility workers. The utility <br />supervisor position is critical to meet current service needs and is essential to City operations. An <br />updated job description for the position is attached. Due to the level and scope of responsibility <br />staff repointed the position. Based on that analysis the position should move from Grade 10 to <br />grade 11. <br />b. The selection process for the vacant position will involve advertising the position, application <br />screening, interviewing, reference checking, and background investigation. Upon completion of <br />the process a candidate will be presented to the Council for consideration for appointment. Staff is recommending acceptance of Scott Oberaigner's retirement <br />effective October 28, 2024.
