Lake Use CommitLee April 16, 1990 <br />6. Commercial Sales <br />The executive director furnished an outline, recommended by <br />Attorney LeFevere, evaluating commercial sales on the Lake to <br />assist the committee in determining what regulations, controls or <br />prohibitions should be considered. Pillsbury appointed Foster to <br />initiate a sub-committee review of the subject. <br />7. Personal Ski Machine (Ski-Free) <br />Roger Montgomery presented the committee with literature <br />describing the Ski-Free, a personal water ski machine. It is a <br />jet drive 40 hp unit, 6 feet in length, operated by the skier <br />from a 40' tow line and remote control. Montgomery asked if such <br />water skiing device would be allowed on Lake Minnetonka. LMCD <br />ordinance requirement for an observer in a boat towing a water <br />skier was raised as an issue. <br />Chandler observed that the device qualifies as a watercraft <br />at 40 h.p. On face value it would not appear to be permitted on <br />Lake Minnetonka. <br />Pillsbury referred Montgomery’s inquiry to Foster and <br />Chandler, asking for a report in thirty days. <br />Grathwol mentioned hovercraft as another form of watercraft <br />the committee might want to look at. <br />Reese said he believes the water ski observer rule is too <br />strict during certain quiet times. Foster said he will Include <br />that in his report. <br />7. Safety Program - Underwater Found Obstructions (UFO) <br />Reese proposed a program. Underwater Found Obstructions <br />(UFO), which would mark obstructions that would not normally be <br />found except for the low water. <br />He proposes the LMCD launch a public information program <br />asking the public to mark any obstructions they find with a <br />temporary buoy (plastic bottle), advise the LMCD. An approved <br />danger buoy could be placed there by LMCD personnel working on <br />the weed harvesting program. <br />Reese moved. Foster seconded, to recommend the expenditure <br />of up to $3,500 from the Save The Lake reserve fund for the <br />acquisition of buoys, chains and anchors to implement the UFO <br />program. Motion carried unanimously. , <br />Chandler has a catalogue of buoys to assist in selecting <br />proper buoys. , .Reese furnished the executive director with a proposed news <br />release to announce the program upon approval by the Board. <br />8. Adjournment. <br />Babcock moved, Bjorlin seconded, that the meeting be <br />adjourned. Meeting adjourned at 6 p.m. <br />- Signatures Page 4
