Chandler, Sheriff's Water Patrol: Observes problems <br />with prolonged operation - difficult to enforce - the Water <br />Patrol would have to rely on signed sworn statements from <br />complainants: deputies will take the "flack": most PWC operators <br />will not carry a watch to time themselves, therefore a Judge will <br />favor the operator unless the time is about double the 3U minute <br />violation. <br />Comments from the Board; <br />Boswinkel: The representatives of the public should write <br />to the committee giving their opinions and suggestions <br />Cochran: Suggested a re-wording or definition of confined <br />area. (Subd. 11) <br />Reese: Hopes Subd. 11 on duration in an area has a <br />deterrent effect. <br />Rascop: Pr'.ilonged operation may atfect others than <br />residents of .shoreline property. (Subd. 11) Consideration could <br />be given of setting the decibel level at 75 at 100’. <br />Foster moved. Motion <br />carried unanimously. <br />b) Hennepin County 1990 Lake Improvement Projects <br />Foster moved. Grathwoi seconded. approval for channel <br />dredging priorities per Lake Use Committee minutes: approve Slow <br />Buoy Placement adding a third buoy in Maxwell Bay: All channels <br />un'er 3-1/2 feet to be marked with two danger buoys at each end, <br />rather than with channel markers, except Seton/Black Lake Channel <br />which is to be marked with minimum depth warning signs. <br />Cochran moved. Foster seconded, to amend the motion hy <br />adding the movement of three buoys at the entrance to Carson s <br />Bay further west. <br />The motion for amendment carried unanimously. <br />The motion as amended carried. Slocum and Rascop voting nay. <br />In response to a que.stion from Rascop as to the need for a <br />public hearing buoy placement.
