LA24-000055 <br />October 21, 2024 <br />Page 2 of 2 <br />as permitted uses when they meet the buffer standards within business and industrial zone <br />districts. <br />Proposed Updates for review: <br />Definitions: <br />Cannabis producer means a cannabis business licensed or endorsed under Minnesota <br />Statutes, Chapter 342 to cultivate cannabis plants or flower, manufacture, process, or <br />extract cannabis and cannabis parts, sell cannabis or cannabis products to other cannabis <br />businesses, or transport or deliver cannabis and cannabis products from one cannabis <br />business or another or to consumers. <br />Cannabis retail business means a cannabis business licensed or endorsed under <br />Minnesota Statutes, Chapter 342 to sell cannabis products to consumers, including for on- <br />site consumption, and not for the purpose of resale. Cannabis retail businesses include <br />businesses licensed as cannabis retailers, cannabis microbusinesses with a retail <br />endorsement, and cannabis mezzobusinesses with a retail endorsement. <br />Daycare means a location licensed by the Minnesota Department of Human Services to <br />provide the care of a child in a residence outside the child’s own home for gain or <br />otherwise, on a regular basis, for any part of a 24-hour day. <br />Residential treatment facility means a location licensed for residential treatment as <br />defined in Minnesota Statutes, Section 245.462, subdivision 23 or a facility licensed to <br />provide residential substance use disorder treatment under Minnesota Statutes Chapter <br />245G. <br />New listed permitted use within the Zoning Districts B-1, B-3, B-4,B-5, B-6 and I: <br />Cannabis retail businesses located not closer than 1,000 feet of a school or 500 feet of a <br />day care, residential treatment facility, or an attraction within a public park that is <br />regularly used by minors. <br />Public Comments <br />To date, no public comments have been received. <br />Issues for Consideration <br />1.
