Minutes <br />Planning Commission Regular Meeting <br />Monday,September 16, 2024, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />Page 2 of 3 <br />5.2.LA24-000043,ARCHOS ARCHITECTURE &DESIGN PA,1760 SHADYWOOD RD, <br />VARIANCES,PUBLIC HEARING <br />The Planning Commission is requested to review the Staff report, receive a presentation,and discuss the <br />request for variances to build an attached garage and second story addition, eliminating a separate garage <br />and resulting in a reduction of hardcover. Staff recommended approving some aspects of the plan but <br />asking the applicant to redesign the second story to eliminate the need for a set-back variance. <br />The Planning Commission discussed the item and asked questions of staff and the applicant, Mike <br />Eckardt,Archos Architecture, St Paul. <br />Chair Bollis opened the public hearing at 6:18 p.m. <br />Gretchen Shaw, 1750 Shadywood Rd., expressed support for the removal of the existing garage and the <br />proposed new home addition but advocated for re-designing to respect the set-back. She asked for <br />notification regarding demolition since their home is so close. <br />Chair Bollis closed the public hearing at 6:20 p.m. <br />Commissioners said overall it looked like the City would be improving its position and adding a second <br />story would be reasonable because of the small lot. Several said they supported building on the existing <br />footprint, not increasing the structural coverage. Other Commissioners said they were not in support of <br />the application and the applicant should come back with another plan. It was clarified that although the <br />request was for a remodel, approval would give the applicant the right to remove the structure and start <br />over if necessary.The applicant said there is no plan to completely demolish the house and remove the <br />foundation as it was determined the foundation was in good shape and could support the second story. It <br />was stated that pulling the new second story in two feet would be very expensive from a design and <br />structural position and may look odd. <br />Ressler moved,Kraemer seconded, to approve LA24-000043, 1760 Shadywood Rd.,Variances. <br />VOTE: Ayes: 4, Nays 2 (Libby and Erickson) <br />5.3.LA24-000045, LARRY COMPTON O/B/O PARK GUN CLUB,3660 6TH AVENUE N, <br />INTERIM USE PERMIT FOR MINING/PROCESSING,PUBLIC HEARING <br />The Planning Commission is requested to review the Staff report, receive a presentation,and discuss and <br />approve the Interim Use Permit for mining and processing for a lead reclamation project in the wetland. <br />Staff recommended approval conditioned upon compliance with all permits, for example from the <br />Watershed District and the DNR.(Department of Natural Resources).It would be the first lead <br />reclamation project in the 70-year history of the gun club. <br />The Planning Commission discussed the item and asked questions of staff and the applicant,Larry <br />Compton, Gun Club President, 18525 Pioneer Trail, Eden Prairie. <br />Chair Bollis opened the public hearing at 7:13 p.m. <br />There were no public comments. <br />4
