Standards for all districts. <br />The guiding of rural and suburban development so as to develop a compatible relationship of uses to achieve <br />the purposes and guiding principles established by this chapter depends upon certain standards being maintained. <br />Uses permitted in the various districts; conditional and accessory uses; and any use authorized by special permit, <br />variance, the application of any credit, formula or special planning procedure, such as PRDs or PIDs or other <br />provisions of this chapter, shall conform to the standards of this division. These standards shall apply in all districts. <br />(Code 1984, § 10.60(1)) <br />Sec. 78-1567. Density. <br />Permitted uses or application of the various provisions of this chapter or other laws, including provisions <br />relating to conditional and accessory use, uses authorized by special permit, variance, the application of any credit, <br />formula, or special planning procedure, whether singly or in combination, shall not result in a density greater than <br />four dwelling units per acre of dry buildable land or air space used for construction in any zoning district. <br />(Code 1984, § 10.60(2)) <br />Sec. 78-1568. Noise. <br />Any use established shall be so operated that no noise resulting from that use is perceptible beyond the <br />boundaries of the plat line of the site on which such use is located. Smoke, particulate matter. <br />Any use established, enlarged or remodeled after September 14, 1967, shall be so operated as to control the <br />emission of smoke or particulate matter to the degree that it is not detrimental to or shall endanger the public <br />health, safety, comfort or general welfare of the public. For purpose of grading the density of smoke, the <br />Ringelmann Chart published and used by the United States Bureau of Mines shall be employed. The emission of <br />smoke shall not be of a density greater than No. 2 on the Ringelmann Chart. <br />(Code 1984, § 10.60(4)) <br />Sec. 78-1570. Toxic or noxious matter. <br />Any use established shall be so operated as not to discharge across the boundaries of the lot or through <br />percolation into the subsoil beyond the boundaries of the lot wherein such use is located, toxic or noxious matter <br />in such concentration as to be detrimental to or endanger the public health, safety, comfort or welfare or cause <br />injury or damage to property or business. <br />(Code 1984, § 10.60(5)) <br />225
