The entry addition consists of a 7'll"x6' porch with <br />roof and an enclosed entry room ll'x6' (review Exhibit H). The <br />entry structure will be placed over 84 s.f. of existing non- <br />strqptural hardcover for a net increase of 30 s.f. of hardcover <br />within the 75-250' setback area. Staff has placed existing <br />hardcover at 4,516 s.f. or 54%. Excessive amounts of hardcover <br />exist within the setback area. Any additional improvement <br />requires hardcover variance approvals. <br />In 1982 the applicant received approval of setback and <br />hardcover variances for an expansion of the existing detached <br />garage. A survey submitted for that review reflects hardcover at <br />45%. Applicant was not required to remove existing excesses of <br />hardcover for the variance approval. In reviewing the 1982 <br />survey, the second story deck is not shown. Staff has no record <br />of a permit being issued since 1982 for the second story deck. <br />There have been expansions of the paved gravel area adjacent to <br />the street in addition to a sidewalk from parking area to side­ <br />walk adjacent to house. <br />Please review hardship cited by applicant on face of <br />application. Applicant notes of need to provide an entry as a <br />shield/buffer from outside weather upon direct entry to kitchen. <br />This application was reviewed by the Planning Commission at <br />their February and March meetings. At the March meeting, the <br />applicant was advised that approval of the new structural <br />addition was based on overall hardcover within the 75-250' set­ <br />back area being maintained at the original 45% approved in 1982. <br />The amended plan (Exhibit L) submitted for the Council's review <br />sets forth areas of hardcover improvements scheduled for removal. <br />The applicant has reviewed the plan and agrees to the amended <br />proposal. Based on the Planning Commission's approval <br />recommendation, staff has prepared the necessary resolution for <br />formal Council action.
