staff should show, for example, how the property could be <br />redeveloped for a single-family use in conformance with the Code, <br />and what the present value of the property would be if it can be <br />used only for residential purposes. If dimensional variances are <br />needed to allow such a residential use, the City Council should <br />consider indicating a willingness to grant the reasonably needed <br />variances, if any, so there remains an economic use of the <br />property. <br />If no economic use of the property would be possible, <br />then a determination must be made if a “taking" of the property <br />has occurred. <br />ZSPS 72 <br />-6-
