Ordinance 11.62 <br />ISSUE - <br />1, Hold a public hearing to gather input on the proposed <br />amendment. <br />2. Determination as to what changes, if any, the Council desires <br />to inact: <br />A. Chapter 11.62 regarding park dedication and <br />B. Chapter 1.05 che Fee Ordinance as updated by <br />Ordinance 62 of the Second Series. <br />INTRODUCTION - At Council's December 11, 1939 meeting the Park <br />Commission made recommendations regarding an increase in the park <br />dedication ordinance. This was discussed further at the <br />Council's January 8th and also at the Febrary 26th meeting with a <br />public hearing being scheduled for this meeting. The City <br />Attorney's office has reviewed and '^eloped language proposed in <br />Attachment C. <br />DISCUSSION - The issues outlined in Attachment A that are <br />incorporated in the language are as follows: <br />A. 0% dedication level <br />B. Basis for valuation - valuation is set on the <br />predevelopment value. <br />C. Per Council directive no phase-in is proposed. <br />D. Effective date - established to be effective for e'. ■* <br />applications received after 1 May 1990. <br />Additionally Council discussed with the Park Commission to work <br />on developing a capital plan for the parks. <br />Park dedication fees are viewed by the development community as <br />one of several types of development fees to which they generalxy
