JUNE, 1980 <br />z' > <br />7.LAND DEVELOPERS MUST PROVIDE FOR RECREATIONAL SPACE IN ALL NEW <br />DEVELOPMENTS. Land lubdlvislons or any new development <br />that results in increased land use density, and hence <br />increased demand for recreational services, will be <br />expected to include public dedication of lands necessary <br />for additional parks, playgrounds and open space. If <br />the individual development’s density increase or impact <br />is relatively small in lieu of lands the developer will <br />be required to contribute funds for he municipal purchase <br />of such lands or improvement of existing recreation <br />facilities proportionate to the cumulative effect of such <br />density increase. <br />8.THE ESTABLISHED PARK DEDICATION FUND WILL BE USED FOR PURCHASE OF <br />ADDITIONAL PARK LAND AND/OR FOR IMPROVEMENT OP EXISTING UNDEVELOPED <br />PARK LAND. Consistent with Minnesota Statutes, this <br />fund will not be used for any park maintenance or <br />recreation operating expense. This fund will not be <br />used for typical physical improvements normally <br />placed in the annual budget. The intent is for the <br />fund to accumulate to a level sufficient for a large <br />scale activity as may be determined in the future. <br />URBAN PARK AND QPFN SPACE POLICIES <br />1.THE CITY WILL PROVIDE SUFFICIENT RECREATION FACILITIES IN THE EXISTING <br />PARKS TO MEET THE NEEDS OF ALL URBAN RESIDENTS. The <br />existing park facilities will be improved to provide <br />a wide range of diversified recreation opportunities. <br />New park locations will be limited to small tot-lots <br />or mini-parks designed for special purposes to serve <br />small neighborhoods not adjacent to existing facilities. <br />THE CITY WILL DEVELOP RECREATION PROGRAMS IN COOHDINATION WITH SCHOOL <br />DISTRICT COMMUNITY SERVICE PROGRAMS. The City does <br />not have the capability to institute its own <br />recreation program but the City will cooperate and <br />participate in the community service programs offered <br />through the local school districts. This will include <br />improving and making available City park caci !ties <br />for such activities as swimming lessons and Ld <br />gati.es. <br />CMP 8-’0
