Park Dedication Fee Memo Dated 12/8/89 <br />B. Letter to Planning Commission Dated 12/15/89 <br />ISSUE <br />1. Determine if Council desires any change in its park dedication <br />fee. <br />2. If change is desired, to what level should it change. <br />3. If the goal level the Council desires to achieve should be <br />phased in, the means for phase in. <br />INTRODUCTION - At the Council's December 11, 1989 Council meeting <br />they reviewed Attachment A, proposal from the Park Commission <br />relating to a change in the park dedication fees. <br />As noted in that memo the City last changed is park dedication <br />dollar amount in 1975. Since that time the Consumer Price Index <br />has escalated approximately 250%. Had the park dedication fee <br />fol2owed the Consumer Price Index it would be approximately $500 <br />per single family home on 2 acres as opposed to the present $200. <br />DISCUSSION - Attachment A outlines the proposal together with <br />providing comparisons of the rates with other cities. <br />A synopsis of the proposal is as follows: <br />Current Rates Proposed Rates <br />Single Residential <br />Density Range <br />.15 or less per acre $600/Lot <br />1 per 2.00 acres 200/Lot <br />1 per 5.00 acres 100/Lot <br />i <br />10% of fair market value <br />at time of platting not <br />less than $500/Lot <br />(Based on their example <br />it could range from $800 <br />to $1800 per lot) <br />Multiple Residential (Units/Acre) <br />Duplex .20 to 6.01 250-1500/Bldg <br />Multiple .20 to 6.01 150-900/Unit <br />Commercial Industrial $500/Acre <br />10% of fair market value <br />at time of platting and <br />not less than $300/Unit <br />10% of value
