Set number of days following public hearing and <br />imposition <br />RECOMMENDATION - <br />The Park Commission at their meeting recommended that the City <br />change its fee to 8% effective April 1, 1990 with phase-in. <br />Staff recommends the following on the issues: <br />Expenditure - It is recommended that the Park <br />Commission "be directed to develop a plan and the neevled <br />funding for that plan will assist in setting the fee. <br />Level of Fee - It is recommended that the fee be an <br />annual Tee"li9 op ted based on approximately 8% of the <br />average value of a lot platted in the community during the <br />previous year. <br />It is recommended that the plan effective 31 March <br />subdivisions that have not received preliminary subdivision approval <br />starting at 75% of the rate. This to go to 90* of the rate on 1 <br />January 1991 as part of the fee ordinance and 100% for 1 January <br />1992 if needs are so indicated by an expenditure plan. <br />Public Hearing - Additionally it is recommended that a^public <br />hearing be held on this matter at the Council's March 12, 199U
