Park Acquisition - The Comprehensive Plan speaks to the need not <br />to acquire any further park land. It is approporaite that this <br />be reviewed by the Park Commission if the the City needs to <br />acquire any addition park land which should be done within the <br />next 5 to 10 years as by the year 2000 the City is expected to <br />reach full development at the current zoning standards. In other <br />suburban communities the land is often acquired early-on when it <br />is relatively cheap and available in fairly substantial segments. <br />The communities in acquiring that land often "bank it" until <br />additional funds become available and there is a demand for <br />upgraded facilities. <br />In Orono's case the initial monies would be used to acquire any <br />land for parks desired together with trails and bikeways system <br />through contributions and dedications for these facilities. Once <br />the *nd is acquired it can be developed as the demand dictates. <br />This allows the flexibility, should zonings in any area be <br />changed to allow mote intense development and placement of <br />additional facilities in those parks should greater community <br />development be allowed. <br />Future Lot Subdivision - Under the current system _onc^ lots are <br />ready to be subdivided and pay an additional park dedication fee <br />on the number of additional units. It should be made cleat in <br />the ordinance that regardless of the system the City adopts that <br />should additional lots be subdivided that an additional burden is <br />created. Under the proposed ordinance it is valued at the next <br />subdivion and credit is given for that parcel from the amount <br />paid at the previous subidvision. Value of that lot should <br />generate monies for park system because it is intensifying the <br />use. To a degree contributions on a pet unit basis are easier to <br />handle than giving credit for value based on the future <br />subdivision. <br />Credit/Non-Credit for Select Improvements - As noted in the <br />City's current ordinance togetner with those of other communities <br />they define what limited credits, if any, will be given to the <br />park dedication fee or lands in advance. Included for <br />consideration although not necessa-'ily specifically for credit <br />are the following; <br />Wetlands <br />Trails ...Tennis Courts/Other onsite recreational improvements <br />The City's decision as to which should be credited and which <br />shouldn't assists in administering the policy. In the case of <br />wetlands for the City, the City only takes an easement and as <br />such is not taking title to the land. It may not be appropriate <br />that it be qiven any break on the park dedication fee as it is <br />still under private ownership. As noted in the current ordinance <br />the City doesn't take credit for the open space in a plann«»d unit <br />district either.
