for. <br />Assessing – Hennepin County will no longer be charging cities with population under <br />30,000, which includes Orono. <br />Central Services and Parks – Reallocation of Parks and Facilities Superintendent due to the <br />restructuring of the position to include facilities oversight. <br />Fire – Orono Fire Department’s first full year of operational service to the Navarre service <br />area and transitional cost of the North service area. <br /> <br />More information can be found in the attachment with this council item. <br />3.Process: <br />Tonight’s action only approves the preliminary budget, which by state statute, must be certified to <br />Hennepin County by September 30. Prior to adoption of the final budget, the City will hold a <br />public hearing (Truth in Taxation Hearing, "TNT") at the council meeting scheduled for November <br />25th, 2024 at 6:00 pm. The purpose of the TNT hearing is to allow public comment on the budget <br />and levy prior to the budget’s adoption on December 9th, 2024. Between now and the TNT <br />meeting, the 2025 Fee Schedule and Capital Improvement Plan will be drafted and presented at <br />council work sessions in October and November. These items will also be approved at the meeting <br />on December 9th along with the Enterprise and Internal Service Funds Budget. <br />4.Staff Recommendation: <br />Staff recommends approval of the 2025 Preliminary General Fund Budget. <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />A motion to approve Resolution 7508 Adopting the 2025 Preliminary General Fund Budget. <br />Exhibits <br />Exhibit A.
