Letter to Licensees Dated 1/26/90 <br />ISSUE - Outline to Council alternatives to change the ordinance <br />regulating the sale of cigarettes. <br />1NTRODUCTIOH - At the Council's January 22, 1990 meeting Council <br />issued cigarette licenses for one quarter (February, March and <br />April) only. Additionally Council directed staff to prepare an <br />ordinance prohibiting the licensing of ciagrette vending <br />machines. <br />DISCUSSION - As a result of Council's desire to limit minor's <br />access to purchase cigarettes Council could consider the <br />following: <br />A. Prohibit machine sales. <br />B. Limit machine sales to: <br />1. Places where minors are prohibited. <br />2. Restrict machine location (in view of employee). <br />3. Machines that use tokens. <br />4. Machines that are only operational from a remote <br />control location by an employee. <br />C. Counter sales: <br />1. Limit to sales from behind the counter requiring <br />sales person to hand out. <br />2. Eliminate all sales. <br />ALTERNATIVES <br />1. Discuss desired direction. <br />2. Propose other alternatives. <br />3. Table. <br />4. Cease further consideration and direct renewal of licenses for <br />balance of year. <br />5. Direct staff to draft ordinance language. <br />6. Send a letter to licensees requesting voluntary elimination of <br />mach i n«>s.
