Gerhardsonf Public Works Director <br />Glenn Cook, City Engineer <br />8289.1 NINQUIRIES AND RESPONSES STUBBS BAT INFORMATIONAL MEETING JULY 27, 1989ORONO HIGH SCHOOL AUDITORIUMAt the informational meeting that was held on July 27, 1989, approximately 35 property owners were present together with Councilmeaber J. Oiann Goetten and members from the staff including Michael Gaffron, Glenn Cook, John Gerhardson, Jeanne Mabusth and Mark Bernhardson. Following an introduction by the City Administrator, Michael Gaffron gave an overview of the Waste Management Study, outlining each of the alternatives and th^ merits and pitfalls of each of those alternatives. This was followed by a presentation of the sewering option as far as layout and expense presented by Glenn Cook. Following this <br />presentation general questions were taken. The following <br />represents the significant questions that were raised and <br />responses given to those. (As these are paraphrased they may <br />encapsulate two or three questions that were asked together with <br />their responses and are not necessarily in the order in which the <br />questions were asked.) <br />1. Is there not a law that requires that the property owner be <br />required to pay only the amount of benefit to the property? <br />Minnesota special assessments are limited to the benefit <br />(increase brought about by the improvement) to that property. <br />The City is cognizant of this law and is structuring the <br />amount of actual special assessment to be equal to or less <br />than the expected benefit to the great range of properties. <br />The balance of the cost will be covered by a connection <br />charge. There is a possibility the connection charge can be <br />financed by the City over the same term as the assessment <br />which is expected to be 15 or 20 years.
