i <br />Zoning File #1470 <br />January 10, 1990 <br />Ptge 4 of 6 <br />If Outlot A was to exclude the northerly 20' wide section, <br />making that part Outlot B, the 20' strip might be considered a <br />private driveway serving only possibly 2, houses and serve as <br />merely a private driveway without the stric*- requirement for <br />underlying road and utility easement. <br />The preliminary plat drawings show that th.- existing road <br />easement serving Reiersnord's property is "to be released". <br />While this would be a logical pioposal, if the easement holder <br />agrees to such a rele'se, .<o information has been provided to <br />suggest that that property owner is willing to release his 60' <br />easement. <br />Additional Discussion - <br />As noted at your last meeting, the property owners to the <br />north have stated that they dc not feel an access to Bayside Road <br />is necessary to serve their properties, and they believe they <br />have legal access acioss the Luce Line to Turnham Road. The City <br />has so obligation to provide access for these property owners, <br />and the current .applicant does not propose to provide them with <br />access. <br />A brief review of the White property to the south suggests <br />that it might be feasible to subdivide that property with <br />probably no more than 3 new 5-acre lots making use of Partens' <br />Outlet A. Of course, there is no guarantee that White would want <br />to develop using Partens' Outlot A. A short cul-de-sac might <br />conceivably be developed to serve Whi''-'»‘'^ acreage with its own <br />road system from Bayside Road. <br />The applicants have pro- <br />over the ravine in Lot 1, sin <br />affect drainage of properties tc <br />15' wide drainage » asement <br />>ckage of that ravine could <br />west. <br />City Engineer's Recommendation - <br />The City Engineer in reviewing this proposal has «5v.?jgested <br />that under the most comprehensive approach to development in this <br />area, the entire length of Outlot A should be 50' wide, it should <br />be extended to serve the properties to the northwest, and should <br />be totally upgraded to a paved standard either now or when the <br />3rd housing unit is built (which could be by further subdivision <br />of Lot ' or by construction on Reiersgord's property) or by <br />conax-iUctiorT on White's property. <br />' n <br />I 1» J
