Page 22 of 150 <br />Article 6. HOURS OF WORK <br />Section 6.01 Work Hours <br />Employee work schedules will be established by supervisors with the approval of the city <br />administrator. The regular workweek for full time employees is five eight-hour days in addition to a <br />lunch period, Monday through Friday, except as otherwise approved by the department head in <br />accordance with the customs and needs of the individual departments. <br /> <br />Flex-time schedules and opportunities to work remotely may be established only with the approval of <br />the department head and City Administrator. (See Appendix GH for Flexible Work Schedule Policy) <br />Each employee must adhere to a schedule which has been established by taking into consideration the <br />department work load and necessary services provided by the City. Such hours cannot be less than the <br />minimum hours described in this policy, but may vary for shift requirements and other times deemed <br />necessary to properly provide City services beyond regular business hours. <br /> <br />All overtime must be approved by the appropriate department head or the department head's designee <br />prior to being worked. (See policy on overtime payment.) For payroll purposes, overtime will be <br />rounded off to the nearest quarter (1/4th) of an hour. <br /> <br />Section 6.02 Core Hours <br />To ensure employee availability and accountability to the public the city serves, all full-time employees <br />(exempt and non-exempt) are to be at work or available to the public and co-workers during the hours <br />of 9:00 a.m. to 3:30 p.m., Monday through Friday, unless away from the work site for a work-related <br />activity or on approved leave. This does not apply to shift workers. <br /> <br />Section 6.03 Meal Breaks and Rest Periods <br />A paid fifteen-minute break is allowed within each four consecutive hours of work. An unpaid thirty- <br />minute lunch period is provided when an employee works eight or more consecutive hours. Employees <br />are expected to use these breaks as intended and will not be permitted to adjust work start time, end <br />time, by saving these breaks. <br /> <br />Employees will normally take their break in the immediate vicinity of their job site or the location of <br />work. Exceptions must be approved by the supervisor or city administrator. Departments with unique <br />job or coverage requirements may have additional rules, issued by the supervisor and subject to <br />approval of the city administrator, on the use of meal breaks and rest periods. <br />Section 6.04 Adverse Weather Conditions <br />City facilities will generally be open during adverse weather. When it is necessary to close operations, <br />employees will be paid for the hours closed as approved at the discretion of the City Administrator. <br />Department heads will contact their employees with the closing information as soon as it is known. <br />Due to individual circumstances, each employee will have to evaluate the weather and road conditions <br />in deciding to report to work (or leave early). Employees will be allowed to use accrued vacation time, <br />Earned Sick and Safe Leave or compensatory time with supervisor approval, may modify the work <br />schedule or make other reasonable schedule adjustments. <br /> <br />Sworn police officers and public works maintenance employees will generally be required to report to <br />work regardless of conditions. <br /> <br />Decisions to cancel departmental programs (special events, recreation programs, etc.) will be made by <br />the respective supervisor or the city administrator. <br />81
