Date: August 26, 2024 Item: 11 <br />Presenter: Maggie Jin, Finance Director <br />Section: Consent Agenda <br /> <br />Title: Personnel Policy Updates <br /> <br /> <br />1.Purpose: <br />The purpose of this item is to update the City of Orono Personnel Policy Handbook. <br />2.Background: <br />The personnel policy contains the personnel policies and procedures that govern the city and <br />employee relations. Staff continuously looks at the policies to ensure that it is staying up to date <br />with legislations and good practice. Some of the key changes are as follows: <br /> <br />Section 2.05 - Conflict of Interest was amended to add examples of conflict of interest <br />actions and clarity regarding nepotism. <br />Section 11.01 - To comply with the new law amendments for the Earned Sick and Safe <br />Time Act, paid-on-call firefighters will no longer earn Sick and Safe leave effective May 24, <br />2024. <br />Section 11.09 - Pregnancy and Parenting Leave edits were made to insurance coverage <br />during period of leave. Pregnancy and Parenting leave will not be reduced for prenatal care <br />medical appointments. <br />Article 19 - Included the employee assistance program as a resource and added a reference <br />to newly created Appendix I. <br />Article 23 - Employer Recognition policy was amended to include a wellness fair and <br />additional clarification on procedure and definition of major life events. <br />Appendix D. - IT policy revised to include laptops. <br />Appendix E. - Added some guidelines to the Expense Reimbursement Report. <br />Appendix I. - Addition of a drug and alcohol testing for commercial drivers policy. The <br />policy is based off of the League of Minnesota Cities model and has been formatted and <br />revised to accommodate to the City of Orono. <br /> <br />Remaining changes were minor, including formatting.
