Poad System Peview, Northwest Orono February 5, 1990 <br />Page 3 of 4 <br />- Through roads provide more adequate underground utility <br />corridors, making use of continuous lines rather than "dead <br />end" systems. The ability of the City and utility companies <br />to provide services increases with better access. <br />- Although higher density development is not planned for <br />this area, the history of development of suburbs to the east <br />of Orono indicates that pressures for denser development are <br />possible. Creation of corridors for through roads would <br />seem to be prudent from a planning standpoint (although such <br />planning may end up being self-fulfilling). <br />Staff Recomendatlons for Specific Applications - <br />It is not unusual for any proposal that serves the interest <br />of the general public to be in conflict with the goals of <br />affected land owners. The following recommendations will likely <br />be no exception, however, they would seem to be reasonable from a <br />long-term planning perspective: <br />1. Regarding the Parten application, dedicate a 50* road <br />outlet along the east boundary to provide for future roadway <br />to the north. Issues to be addressed in considering such a <br />plan include: <br />a) effect on buildability of Parten property; <br />b) effect on buildability of Reiersgord property, <br />especially if 25' is dedicated each side of the shared <br />lot line; <br />c) effect on future development of White property; <br />d) conceptual idea of crossing the Luce Line; <br />e) future connection routes to Bayside Road; <br />f) effect on aesthetics of the 5 acre zone. <br />2. Regarding the McDowell application, there is a potential <br />for future connection to Tonkawa Road. Such a scheme could <br />ultimately eliminate 2 dead-end roads, but again would <br />certainly affect the character of the area. This connection <br />is of merely a local nature and not essential to the overall <br />grid system.
