special Meeting of Minnehaha <br />Creek Watershed District <br />Board of Managers <br />January 4, 1990 <br />Page 3 <br />in the termination clause. Chairman Spensley indicated that he felt <br />that the two year contract should have a definite termination, but <br />that special projects which were separately authorized under the <br />agreement would be performed to completion. Following discussion, <br />it was moved by Lindley, seconded by Love, to approve the agreement <br />as reported by Chairman Spensley, to direct the Attorney to draft <br />the necessary language concerning termination of the agreement as <br />described above, and to direct Chairman Spensley to sign the <br />agreement once these modifications were made. Upon vote, the motion <br />carried. <br />New Business <br />Manager Love stated that he was aware of interest '>mong some <br />property owners or businesses on Lake Minnetonka in propo:>ing that <br />augmentation wells be used to attempt to increase the level of the <br />lake. Mr. Strommen reported that he was aware that a group of <br />marina operators had discussed this idea at a meeting in December. <br />Mr. Strommen contacted John Stine of the Minnesota Department of <br />Natural Resources (DNR), who informed him that the DNR would soon be <br />issuing a policy memo stating that the use of groundwater for lake <br />augmentation is the lowest ranked priority, and is not supported by <br />the agency. Manager Lindley stated that those wanting to see .he <br />level of the lake increase h*id an understandable concern, but <br />achievi ig this goal through augmentation wells is simply not <br />possible; the District should take a pro-active position in <br />educating the public about the history of the fluctuation of the <br />lake levels and the reality that only increased precipitation will <br />raise the lake level. Mr. Mahady noted that only two potential <br />augmentation wells are located on Lake Minnetonka, and all the other <br />wells are located on contributory lakes, and further that none are <br />operational at this time. <br />Chairman Spensley summarized the discussion by noting that the <br />augmentation well proposal would appear to be unwise and <br />ineffective, that the likely increase in the lake level from such a <br />project would be too small to monitor, and would represent poor <br />water management and a poor use of public funds. Manager Love <br />suggested that he would seek an opportunity to share these views <br />with the marina operators, and invite their comments. <br />Manager Lindlr noted that Managers had received a related <br />request to conside 'erting the Crow River to attempt to increase <br />the level of Lake conka.
