Gaffron, Asst Planning & Zoning Administrator <br />February 7, 1990 <br />Consideration of an Amendment to Recently Adopted <br />Accessory Structure Ordinance: Inclusion of Pools as <br />Lot Coverage <br />List Of Bxhibits <br />Exhibit A - Planning Commission Minutes 1/16/90 <br />Exhibit B - Staff Memo 12/21/89 <br />Exhibit C - City Administrator Memo 10/19/89 <br />Exhibit D - Staff Memo 7/21/89 <br />Exhibit E - Council Minutes 8/14/89 <br />Exhibit P - Current Ordinance as Adopted <br />Discoselon - . ,Council had previously referred the question of including <br />pools in the lot coverage calculation to the Planning Commission. <br />Please review the memo of December 21, 1989. <br />The Planning Commission confirmed that their intent in <br />originally recommending a lot coverage limitation was to limit <br />visual encroachment of structures that project above the ground. <br />Please review the Planning Commission minutes of January 16, <br />1990. Planning Commission recommended that the ordinance remain <br />as previously adopted^ with the intent that in-ground pools with <br />no projections of fencing, structure or walls more than 6' above <br />grade, not be considered as lot coverage. Where fencing, <br />structure, or walls/retaining walls extend more than 6' above <br />grade, the current ordinance would be interpreted as requiring <br />such a pool to be included as lot coverage, because it <br />constitutes a visual encroachment. <br />Planning Commission voted 5-0 to recommend leaving the <br />recently adopted accessory structure ordinance as is. <br />Staff RecoaMiidation - <br />staff would concur with the Planning Commission <br />recommendation. <br />Council Options - <br />1. Leave ordinance as previously adopted. <br />2. Direct staff to draft an amendment per the drafted language <br />of the 12/21/89 memo. <br />3. Table. <br />4.Other.
