'T’he cost of snowplowing will be relatively higher as there are <br />cul de sacs which are difficult and time consuming to plow. If <br />brought up to standards before turnover, the other maintenance <br />due to low traffic volume should be relatively lower than other <br />local thru streets. The total could increase City mileage by 17- <br />and could possibly require 1-2 additional people at a <br />ninimun. <br />County Roads <br />As you may also be aware there also has been a study done at the <br />State level, starting about three or four years ago, regarding <br />the turn back of certain roads to other levels of government. <br />The State has numerous roads that they do not feel fit the <br />criteria for being State Roads and should be appropriately turned <br />back to Counties. The Counties in turn feel that there are roads <br />that either should be given to the State (such as the Crosstown <br />62 and County 18) and others that really serve only local <br />community needs. Based on a study done in 1976, Hennepin County <br />has designated the following as ones that they feel should be <br />turned back to Orono. <br />Tonkawa Road - 135 <br />North Arm Drive - 151 <br />Bayside-Fox - 84 <br />South Brown Road - 146 <br />1.76 <br />2.78 <br />4.oa <br />2.00 <br />In addition it is anticipated that North Shore Drive (County 51) <br />between 15 and 19 may also be turned back to Orono (North Shore <br />Drive - 51 2.5), with possibly the County taking McCully and <br />possibly Old Crystal Bay or Willow. The total mileage of these <br />add up to about 13 miles, which would increase the City's <br />maintenance responsibilities by at least 20%. It is anticipated <br />that this would necessitate the hiring of at least one additional <br />nerson in the Street Department together with the addition of <br />another vehicle for plowing or contract with an outside firm. <br />The current issue is the amount of funding that will come as part <br />of the turnbacks together with the standards to which streets <br />would have co meet prior to turn back. It is anticipated during <br />1987 some of these issues will be addressed and that action on <br />these may be taken in the '88 Legislature. However, the City <br />apart from being a member of municipal lobbying organizations or <br />having contact with legislators, may have little to say about it. <br />(The City may be able to more efficiently maintain the roads than <br />the County.) <br />RECOMMENDATION: While the impetus for City takeover of these is <br />not “gFe¥t, it is recommended that the City begin discussion of <br />how to address such issues should the demand become demonstrably <br />greater. It is suggested that a more complete analysis of <br />takeover costs be analyzed should this issue be raised together <br />with requiring any turnback to meet standards and the appropriate <br />level of funding for County turnbacks. <br />PI <br />H
