Also present: Eugene Stro.jnen, <br />Executive Director. <br />The meeting was called to order by Grathwol at 7:30 a. <br />1. David Thomas development. New Dock License proposal and <br />review of public hearing report. <br />The committee reviewed the minutes and findings of the <br />Public Hearing held on December 6, 1989 to consider the request <br />of David Thomas for eight boat storage units (BSU) at a <br />residential development, 6415 Baycliffe Drive, Victoria, South <br />Upper Lake, Lake Minnetonka. <br />The Executive Director reported water depth readings have <br />been taken. They show the existing depth of water at the furthest <br />slip, 84' distant from shore, is 4’ 10", not deep enough to n’low <br />dockage for a sailboat with a typical draft of 5 feet to 6 feet <br />according to the applicant’s concern. <br />Edw. Hasek, Dahlgren, Shardlow and Uban,lnc., representing <br />the developer, showed photographs inJ.icating the 100’ ''■■'ck would <br />have less impact on the shoreline than four divid docks. <br />Foster responded with a suggestion that tl ,remaining three <br />individual docks could be incorporated with the multiple dock. <br />Reese spoke against using the full 385’ of shoreline to permit <br />non-riparian docks. <br />Cochran questioned whether this was an accepted plat because <br />the City of Victoria has approved six of the lots, the two <br />remaining lots to be developed at a later date. Hasek responded <br />the developer does not intend to build the multiple dock until <br />there is an owner or owners for the non-riparian lots. <br />Wm. F. Kelly, Attorney representing Richard Marks, 6425 <br />Baycliffe Drive, an adjacent property owner, cited the LMCD Code <br />Sec. 2.03,Subd 3(B), FACTORS NOT CONSIDERED. The use of multiple <br />dock or mooring area.s or launching ramps on the La .e for the <br />purpose of increasing non-riparian property values is not a valid <br />consideration in licensing such facilitie..
