Staffs Recommendations <br />•#1: (preferred) Eliminate the ALS regulation. The purpose is the <br />preservation of the view of the lake over a neighbor’s property, which is <br />not a goal of the City Council. <br />•#2:Option 7, Apply ALS only when existing buildings are situated <br />lakeward of the lake setback or when building setbacks overlap or <br />significantly limit building envelope (Crystal Bay Road, etc.). Direct staff <br />to draft language and begin the public hearing process. <br />•#3: Keep the ALS regulation as is -no change. <br />•If no change is made, the Council should discuss the current practice of granting <br />ALS variances in situations that do not fully meet the practical difficulty criteria <br />and establish criteria for granting variances. <br />109
