Standard procedure would have us <br />appear first before the Planning Commission, but because their <br />December 17, 1991 meeting has been cancelled we are coming <br />directly to the City Council with this urgent request. <br />The following reasons outline the problems which will be faced if <br />the foundation permit is not granted at this time: <br />A.If construction cannot begin in early December, we will <br />be faced with some of the worst frost depths in the last <br />ten years, due to no snow cover and very wet soil <br />conditions. <br />B.If construction cannot begin until February 11, we will <br />be faced with both the frost problem and road <br />restrictions. The road restrictions, typically beginning <br />in early March, will stop the construction process for <br />6-7 weeks, costing the Smiths approximately $6000 - $7000 <br />in increases. <br />In addition to the morietary problems, there is a greater <br />concern about the 300 year old maple trees on the <br />property. The Smiths have spent 6 months and several <br />thousand dollars to woi*k the construction around these <br />trees. If the heavy part of the construction process is <br />not completed by March 15, there is an increased <br />possibility of damage to the trees, due to the frost <br />coming out.
