MINUTES OF THE REGULAR ORONO COUNCIL MEETING - NOVEMIER 20i ifli <br />i <br />: <br />f <br />[ <br />r <br />I <br />,Wy A.tAL <br />COUNTY ROAD 15 SAFETY IMPROVEMENTS - CONT. <br />Murphy noted the ability to do road work Is limited to State aid <br />funding. <br />Callahan felt they should go ahead and do the study. <br />Murphy noted that the project may not be able to fully address <br />all concerns related to the road. <br />Butler commented that ^ajor maintenance Is long overdue for <br />County Road 15, and felt that they should commence with whatever <br />Improvements they could do to Improve public safety while still <br />maintaining a 2 lane road. She noted the original Intent of the <br />roadway was that It should be paved the way It Is driven. <br />Butler asked If the entire roadway would need to be dug up <br />entirely and felt that the roadway should allow for local access <br />at all times. <br />Murphy noted It may need to be entirely tor>' up, but access would <br />always be provided for local traffic and emergency vehicles. <br />It was moved by Callahan, saconded by Butler, to request Hennepin <br />County, in the Interest of public safety, to conduct a <br />feasibility study regarding the creation of passing and turning <br />lanes on County Road 15 within Orono, while maintaining the <br />highway as a 2 lane road. Ayes 4, nays 0. <br />(#10) OPTIONS FOR MARINA LICENSE REVIEW <br />Gaffron noted he Is looking for direction regarding 1992 <br />licenses, and felt the Council has two options: <br />marina <br />1. To commence the review process with a Committee, following <br />staff review, nd to resolve any Issues. <br />2. To Issue the license as an administrative function and to <br />deal with the issues as they come up. <br />Jabbour lelt it would be appropriate to follow the second option. <br />Mayor Peterson disagreed. <br />Jabbour noted he sensed frustration about allowing the DNR <br />proposal, when at the same time Orono allows hundreds of boats <br />with the marina license. He felt there should be a commercial <br />site plan review for marinas which would deal with land use <br />Issues comprehensively. He noted that the City started Issuing <br />licenses based on number of docks, and now dockage Is controlled <br />by the LMCO. He felt the City should ensure that marinas are <br />functioning within the code requirements within residential <br />neighborhoods to allow the best protection of rights of the <br />residents.
