Zoning File 11691 & #1702 <br />November 21# 1991 <br />Page 5 <br />Road and Utilities <br />The plat road is designated at a 50' width with 100' cul-de- <br />sac. The extension road starting at the southwest corner of <br />pad/Lot 12 shall be designated as a separate road outlot and <br />should be developed at the time t'e roadway serves the <br />development on the north side of the Burlington Northern <br />Railroad. Note an access easement must be obtained from the MWCC <br />if this is to be realized. In preliminary discussions with <br />applicant's consultants they were asked to provide Information as <br />to the potential development densities on the north side of the <br />Burlington Northern Railroad. Please review Page 2 of Exhibit A- <br />1. Nr. Roos advises there have been no plats proposed for the <br />development of this property but there is potential for 16 to 50 <br />units depending on type of development and restrictions by the <br />regulatory agency. The property is zoned R-5r Multiple Family <br />Residential and there is approximately 5.2 acres of dry buildable <br />area. <br />Applicant has realigned the curb cut at Orono Orchard Road <br />in response to an Orono resident's concern for impact of car <br />lights. With the moving of the road it becomes necessary to <br />raise the elevation of the roadway as it approaches Orono Orchard <br />Road to improve sighting as plat road is moved closer to the <br />curve and hill. Final preliminary grading and drainage plans <br />must provide detail on entrance section of road. To be <br />consistnet with Long Lake's policy, the roadway will be public. <br />All municipal utilities will be publicly owned and maintained. <br />Sewer to serve Lot 1, Block 1 will come from Orchard Drive on the <br />south !e of Orono Orchard Road. Water serving all of the lots <br />will also cone fron the Orchard Meadows ^ylat on the south side of <br />the road. Sewer to Pads 1-12 will come from a line extending <br />from the MWCC lift station. The City of Orono will not ask for <br />final engineering plans for the interior plat road or utilities <br />as the improvements will be installed at the time the property is <br />de-annexed by the City of Orono. The Public Hor’ Department has <br />asked that any disruption of Orono Orchard Roa«*' the expansion <br />of municipal services should require the repaxi of the road to <br />its original state. <br />Please review Exhibit O. Note the comprehensive trail <br />system approved by the City shows a trail extending northward <br />along Orono Orchard Road to the south side of the Luce Line <br />Trail. There is no trail extension north of the Luce Line Trail <br />nor was it planned by the City as the northern portions of Orono <br />Orchard Road are surrounded by both Orono and Long Lake <br />properties. Zt may be appropriate for the City to encourage <br />discussions between the cities' Park Commissions regarding a <br />trail connecting to the Luce Line. This issue is raised in <br />response to Mr. Kellenberger's letter, Exhibit T, and other <br />comments raised at the first public hearing on this application.
