Zoning File #1691 & #1702 <br />November 21, 1991 <br />Page 3 <br />Statns of J^lication #1691 and #1702 <br />The amended comprehensive application that now Includes a <br />conditional use permit for a Planned Residential r>.'velopment was <br />recommended for approval at the Planning Commission meeting of <br />Novesiber 18, 1991. All materials submitted for that review are <br />now submitted for Council's review and conceptual action. Formal <br />action on the preliminary plat and conditional use permit for PRD <br />must be delayed until the City is in receipt of a prelimlnrry <br />grading and drainage plan that provides proposed road grades and <br />drainage improvements. It was not possible for applicant to <br />provide the additional engineering information within the limited <br />period of time. The purpose of the Council's review will be to <br />review the recommendations of the Planning Commission, <br />specifically the criteria for development to be set forth in the <br />covenants to be filed against the Chain of Title of the property. <br />Council is asked to comment on the suitability of some of those <br />suggested criteria and to add others. <br />Comprehensive Plan Aswi <br />Per the legal agreements entered into by both the cities of <br />Long Lake and Orono, Exhibits E and F, the City of Long Lake has <br />filed the necessary lard use applications to implement the <br />process. Upon completion of the City of Orono's review and the <br />formal acceptance of the findings of that review by the City of <br />Long Lake, the subject property will be annexed by the City of <br />Long Lake. All development of t* property will be administered <br />by the personnel of Long Lake per the criteria set forth in the <br />covenants to be filed against the Chain of Title of the property. <br />Refer to the sample covenant enclosed in your packets. Exhibit D. <br />This covenant is to be expanded to include development controls <br />desired by both the City of Long Lake and as required by the <br />ordinances of the City of Orono. <br />This comprehensive plan amendment application will oe <br />incorporated with the recently approved Comprehensive Plan <br />Amendment No. 3 that includes other rural areas serviced with <br />sewer yet retaining the existing rural residential zoning. <br />Prelimimery Subdivision <br />The subdivision is to be known as Fleming Trail Addition. <br />The wastewater treatment facility that formerly occupied this <br />property was abandoned some tine in the early 1960's. The <br />original facility was installed sometime in the very early 60's. <br />Today the only thing that remains is the MWCC lift station <br />property that appears as the exception on the plat drawings and <br />an underground force main. The 16* force main runs from the lift <br />station to Orono Orchard Road and is located within the actual <br />traveled road that serves as access for MWCC service trucks in <br />addition to the Long Lake vehicles that use the current facility <br />for exterior storage.
