l( <br />ii’ <br />P • : <br />population. The primary source of phosphorus is <br />external loading, such as stormwater running into the <br />lake and water entering the lake from a creek. By <br />reducing phosphorus levels, the lake water quality <br />should improve rapidly since it is estimated that the <br />water in the lake turns over on a yearly basis. The <br />goal should be to reduce the phosphorus level entering <br />the lake, and to improve the oxygen level of the lake. <br />(b) Tmpiftmentationr Public education was viewed as a <br />primary component of this project. That is, reduction <br />of fertilizer use, better maintenance of septic systems, <br />and other such measures are very important. The City of <br />Long Lake has expressed an interest in cooperating with <br />the District in this effort. Initiating a street <br />cleaning project in the City of Long Lake is a necessary <br />step. Installation of an aeration system to increase <br />oxygen levels was also recommended, as was the creation <br />of certain detention basins to reduce the phosphorus <br />load. The plan also calls for the construction of <br />certain additional wetlands in the creek before it runs <br />into the Lake. The DNR has indicated that they would be <br />willing to provide a fisheries management plan on an <br />"in-kind" basis. Finally, the project would include <br />post-implementation monitoring. <br />Staff indicates that the proposal must be submitted by <br />October 31, in order to be considered for the 1992 <br />budget. A resolution attached to these minutes as <br />Exhibit A was moved by Manager Maple, seconded by <br />Manager Lindley, authorizing the submission of the <br />application. Upon vote, the motion carried. <br />On October 1, 1991, the Plans and Programs Committee met to <br />consider the LMCD's long-range plan for Lake Minnetonka. The <br />comments of the District were communicated to the LMCD at an <br />October 16, 1991, public hearing concerning the long-range plan. <br />On October 8, 1991, the Plans and Programs Committee met to <br />consider the Wayzata Stormwater Management Plan. The Plan <br />generally conforms to the District‘s 509 Plan. However, the <br />509 Plan must be approved prior to any action by the District on <br />the City's Stormwater Management Plan. <br />The Committee also discussed the proposed project by the City <br />of Wayzata to take over responsibility for certain portions of <br />Cleason Creek, in order to more effectively manage stormwater. <br />Violations Committee <br />Manager Love reviewed the status of outstanding violations, <br />and indicated that progress was being made in the resolution of a <br />-7-<ia/i7/H)
