(license now and then. . .) <br />b) Help marinas prosper absent expansion? <br />c) Eventually legislate marinas out of existence? <br />d) Make existing non-conforming situations gradually become <br />conforming? <br />e) Allow non-conforming situations to remain as-is as long <br />as they don’t expand? <br />f) License marinas merely as a source of revenue?
