14. The Comprehensive Land Use Application No. 1691 was <br />denied by the Planning Commission based on the issue of <br />rezoning finding the rezoning to be in complete <br />conflict with the directives of the Comprehensive <br />Management Plan of the City of Orono. <br />15. The City has approved petitions to sewer properties <br />within the rural areas of the City. These areas have <br />been relocated within the Metropolitan Urban Service <br />area. The City has not approved rezonings to higher <br />densities as a result of these sewerings but has <br />maintained the rural standards for the residential <br />development of those properties. This position has <br />been upheld by the Metropolitan Council and consistent <br />with the goals and policies set forth in the community <br />management plan for the rural areas of che City as <br />follows: <br />Rural area goals and policies of the Community <br />Management Plan (CMP 2-6 and CMP 2-7) <br />Rural Land Use Policies 1 -11 <br />are hereby noted for reference and attached to <br />this resolution as Exhibit B. <br />17. On November 18, 1991, the Orono Planning Commission <br />will consider a Conditional Use Permit for a planned <br />residential development of thirteen units based on the <br />current rural residential zoning.
