LMCO Board of Directors September 25, 1991 <br />D. Resolution to Minnehaha Creek Watershed District. <br />Martinson moved, Bjoriin seconded, to instruct the staff to <br />prepare a formal resolution to the Minnehaha Creek Watershed <br />District petitioning them to move into the next phase of the <br />Upper Watershed District Long Lake sub-watershed plan. Motion <br />carried. <br />response to a ^ estion from Rascop, Cochran stated there <br />would be no cost to the LMCD. <br />3. ENVIRONMENT <br />F <br />i: <br />% <br />5• <br />% <br />V ^ <br />A. Eurasian Water Milfoil Task Force, Chair Reese <br />1) Operation Progress. Reese reported the season is over. <br />2) Preliminary financial summary. The program cost to date <br />is $99,750 against a budget of $250,000 and actual receipts of <br />$143,000. 765 acres were cut at a cost of $130 per acre based on <br />the preliminary direct costs. Funding consisted of $63,000 from <br />the cities, $30,000 from the DNR, $45,000 from private citizens <br />and $5,000 miscellaneous. <br />in view of the savings in 1991, Reese would anticipate <br />income requirements not to exceed $200,000 in 1992. Reese and <br />the executive director are scheduled to meet with Hennepin County <br />9/.26/91 to support a $71,000 matching grant application. <br />During the earlier fee schedule discussion there were <br />comments about the harvesting creating fragmentation which <br />spreads the milfoil. Reese responded that the weed fragments by <br />itself and there is also substantial fragmentation from the <br />normal watercraft use of the Lake. Reese said there is no quick <br />fix to the milfoil problem. At White Bear Lake, their <br />Conservation District has undertaken the task of pulling the weed <br />by hand, diving, one lady being among the divers. Reese reported <br />the DNR is finding, at their roadside checks, that a high <br />p^j^centage of boats traveling to northern lakes, are transporting <br />milfoil ,, <br />The use of SONAR in Libbs Lake, a small 25 acre area, <br />destroyed all aquatic plant growth. He added that he had not <br />heard of any fish kill from the use of SONAR. <br />Zebra Mussel: Neil Costagna, LMLOA, expressed the hope that <br />the LMCD will require hot water wash downs of boats entering the <br />lake from outside areas during special events. Hurr said it <br />would be difficult to enforce considering the number of accesses <br />to the Lake. Foster mentioned information he has heard that the <br />sebra mussel is also transported by water fowl. Babcock <br />commented that the sponsors of the Don Shelby Bass Tournament <br />very responsive to the LMCD request that their participants <br />be advised of the need for a hot water wash down of their boats. <br />This was to destroy Zebra Mussel larvae if a boat had been in the <br />Mississippi River where one Zebra Mussel was found near LaCrosse.
